DATA STANDARDIZATION PROTOCOL FOR COVID-19 TECHNOLOGICAL SOLUTIONS AS AN INFORMATION SOURCE FOR OPEN INNOVATION

Objetivo: El estudio propone un protocolo para la estandarización de bases de datos de soluciones tecnológicas relacionadas con la COVID-19, con el objetivo de mejorar la interoperabilidad, la transparencia y el uso de estos datos como fuente de información para la innovación abierta.
Metodología: Se desarrolló un protocolo que define formatos de datos estandarizados, criterios de inclusión y exclusión, y directrices de interoperabilidad, aplicado a los datos del INPADOC (International Patent Documentation). Se analizaron casos de uso para evaluar el impacto de la estandarización en la agregación y el intercambio de información tecnológica.
Originalidad: La investigación contribuye al proponer un modelo estructurado y replicable para la integración de datos tecnológicos, abordando la falta de normas uniformes que dificultan la comparación y la cooperación internacional en contextos de crisis sanitaria.
Principales resultados: La aplicación del protocolo mostró mejoras significativas en la interoperabilidad y la agregación de los datos, fortaleciendo la colaboración interinstitucional e internacional. También se evidenció el potencial para descubrir nuevas rutas tecnológicas y mejorar las estrategias de respuesta ante emergencias sanitarias.
Contribuciones teóricas: El estudio amplía el debate sobre la gestión de datos en crisis globales al demostrar que la estandarización de las bases de datos tecnológicas es una condición esencial para la eficacia de la innovación abierta y para el avance científico en salud pública y tecnología.
