Institutionalization of the past and tourism in the republic of tatarstan (on the example of the memory of the volga bulgaria period)

Objective: This article investigates the relationship between memory politics and the institutionalization of the past, focusing on the Volga Bulgaria period in the Republic of Tatarstan. The goal is to examine how memory is institutionalized and represented in various sectors, including tourism, education, and religion, shaping the identity of the region and the Tatar ethnic group.
Methods: The study is based on regional media analysis, expert interviews with historians, archaeologists, museum workers, and guides (n=36), as well as interviews with visitors to historical sites in Tatarstan (n=33). The research combines qualitative methods to analyze the institutionalization of memory, emphasizing the creation of physical memory sites and formal structures that support the historical narrative of the Volga Bulgaria period.
Results: The research highlights the significant institutionalization of Tatarstan’s past, particularly in tourism, education, and religious practices. The establishment of museums, infrastructure, and formal education programs related to the Volga Bulgaria period contributes to a broad cultural and social recognition of this historical period. The study finds that these efforts serve to create a brand for Tatarstan as a region with a rich historical heritage, which attracts both tourists and investors.
Contribution: This study offers insights into how institutionalization strategies are employed to reinforce collective memory and identity. It underscores the role of infrastructure development in popularizing the Volga Bulgaria period, suggesting that such initiatives enhance both academic and public engagement with the past.
Conclusion: The institutionalization of memory politics in Tatarstan has had a profound impact on the region’s cultural identity and tourism. By creating formal structures and physical sites of memory, Tatarstan has successfully institutionalized its historical narrative, particularly the Volga Bulgaria period, and used it to promote regional tourism and identity.
